
Contractor Expectations
The following outlines NY CREATES’ expectations and requirements for contractors working at the Albany, NY site. For questions or further guidance, please contact your assigned NY CREATES Project Manager or Field Coordinator.
- All contractors must complete the online safety training presentation to work on-site.
- All contractors must complete and submit the online safety quiz to work on-site.

The quiz has an auto-submit feature, but it does not always work. If it does not work, please follow the test instructions for submitting the quiz by email to ehs@ny-creates.org.
If a contractor will be on-site for more than four days, NY CREATES requires them to be badged. In order to acquire a site badge, you must:
- Complete the safety test and submit.
- Locate and open form ANT-00001-F1 R21 Access Card Request Form.
- Complete the “Employee Information” section only on the form and email the form to the NY CREATES Field Coordinator who will be overseeing the project.
- The Field Coordinator will complete the form and send it directly to Security.
- If the contractor passes the safety quiz, Security will create a new card and let the contractor know when the access card can be picked up.
PLEASE NOTE: If a contractor is not badged, they are not allowed on site without someone who is badged.
Parking is very limited on-site, with all the new construction taking place. NY CREATES will try to schedule at least one parking spot for each company on site. Example: If a project has a mechanical and electrical contractor on site, NY CREATES will attempt to schedule two parking spaces (one for each trade).
- The contractor’s vehicle will require a NY CREATES parking permit to park on-site.

- Complete the application, print it, and deliver it to Security.
- Security should issue a parking permit on the spot.
- All the contractors working on-site will receive a weekly email requesting project parking needs for the following week.
PLEASE NOTE: If multiple workers are coming on-site, the contractor must schedule off-site parking and a shuttle service.
A contractor must have an approved WAP (Work Authorization Permit) to preform work on site:

- This form must be filled out and submitted weekly.
- All WAPs should be submitted 3 working days before the work starts.
- Example: If the contractor is planning to work “week 3” of the month, the WAP for that week should be submitted on Wednesday “week 2” of the month.
- The WAP should be submitted to the NY CREATES Field Coordinators. Sending it to the group will make sure it is seen in case your designated Field Coordinator is out of the office.
- The email addresses for the NY CREATES Filed Coordinators will be shared with the contractor when ready to start work on site.
- Once the Field Coordinator approves the WAP, they will send it back to the contractor. (typically within 24 hours)
- The contractor will print the WAP and any other supporting forms (if any) and place 2 copies of all documents paperclipped together in the permit box (located in the rotunda of the CESTM building)
- Permits submitted by 8:00 a.m. on Monday – Friday will be reviewed that day.
- If there are no issues or questions from the permit review team, it will be stamped “Approved” and placed in the slot under the permit box for the contractor to pick up.
- The Field Coordinator will go over the permit submittals with the contractor the first couple of times so they understand the process and what is required.
PLEASE NOTE: The contractor must have the “APPROVED” permit with them in the work area. If a NY CREATES rep stops by the work area and the contractor can’t supply the approved WAP, they will be asked to stop all work immediately until they can produce the WAP.
Depending on the work being completed under the week’s WAP, other permits/forms may be required to accompany it. A few examples are shown below.
- CFM-00005-F1 R15 Fire Protection System Daily Permit
- If the contractor is doing hot work or dusty work, you will want this form so the building fire alarm does not go off accidentally and the building is evacuated.
- EHS-00029-F1 R13 Daily Hot Work Permit
- If grinding, welding, soldering, torching, etc., this form must be filled up and submitted.
- EHS-00073-T1 R2 Odor Notification Sign Template
- If painting, applying adhesive, PVC priming, and gluing (anything producing an odor), this sign should be completed, submitted, and hung in and around the work area.
- EHS-00074-F1 R6 Scaffolding Permit
- If installing and working off of scaffolding, this form must be completed and submitted.
