The New York Center for Research, Economic Advancement, Technology, Engineering and Science (NY CREATES), in partnership with the National Institute for Innovation and Technology (NIIT), today launched the nation’s first Career Opportunity Hub at the Albany NanoTech Complex in New York’s Capital Region. The new program is focused on growing the semiconductor workforce – a key component of the future National Semiconductor Technology Center and critical to the entire U.S. chip industry – and represents America’s first semiconductor-specific Registered Apprenticeship Program within a world-leading semiconductor research and development, innovation, and commercialization facility.

“NY CREATES partnering with the NIIT to host the New York Opportunity Hub bolsters our commitment to workforce training for the state and the nation. Driven by Senator Schumer’s visionary CHIPS Act legislation, this partnership will help build New York’s leadership in semiconductor innovation and benefit our most important resource – the talent that will become the workforce of the future,” said David Anderson, President of NY CREATES. “The timing of this partnership couldn’t be better. The New York Career Opportunity Hub will leverage NY CREATES nation-leading facilities – the Albany NanoTech Complex – to connect the talent from across the state with the semiconductor industry. It will enable high schools, community colleges, colleges, and universities to see precisely what skills are needed for their students to enter semiconductor careers. It will also connect job seekers with training programs, apprenticeships, and certificate programs so they can power New York’s semiconductor employers, helping to deliver on the promises of the CHIPS Act for the nation to reassert its leadership in microelectronics.

Additionally, NY CREATES’ partnership with the NIIT is establishing the nation’s first semiconductor-specific Registered Apprenticeship Program (RAP) within a world-leading semiconductor R&D, innovation, and commercialization facility for advanced digital, analog, and power technologies through NIIT’s Growing Apprenticeships in Nanotechnology and Semiconductors (GAINS) program and in partnership with the Capital Region Center for Economic Growth (CEG). GAINS provides individuals the ability to learn on the job while building experience and skills through working with industry partners and is designed to meet the workforce demands of the semiconductor and nanotechnology-related fields.

The Opportunity Hub is built on the formative partnership between NY CREATES, the State University of New York (SUNY), NIIT, and the National Science Foundation to build the National Talent Hub (NTH) and establish its first statewide pilot with SUNY Polytechnic Institute and multiple SUNY community colleges to create a one-of-kind connection between the semiconductor industry and higher education, an essential goal of the CHIPS Act. The New York Center for Research, Economic Advancement, Technology, Engineering, and Science (NY CREATES) and the Korea Institute for Advancement of Technology (KIAT) recently signed a Joint Declaration to promote collaboration and partnership between the two organizations in the field of technological innovation, with a primary focus on semiconductors. The agreement was signed last month in Washington, D.C., during the official state visit of Republic of Korea President Yoon Suk Yeol. At the signing ceremony, NY CREATES President David Anderson and KIAT President Byung-joo Min were joined by U.S. Secretary of Commerce Gina Raimondo and Republic of Korea Minister of Technology, Industry, and Energy Lee Chang Yang.

The New York Center for Research, Economic Advancement, Science, Technology and Engineering (NY CREATES) and the Israel Innovation Authority recently signed an agreement to promote collaboration and partnership between the two organizations in the field of technological innovation. The agreement was signed at the conclusion of a New York trade mission to Israel, led by Empire State Development’s Global NY division, during which NY CREATES and New York companies met with prospective Israeli customers and business partners. As part of the agreement, NY CREATES seeks to connect with Israeli innovation and research entities in the field of semiconductors.

“Collaboration is critical to innovation, which is why we are excited about our new partnership with the Israel Innovation Authority as we will work together on research and development to advance semiconductor technologies,” said David Anderson, President, NY CREATES. “Israel has many promising early-stage companies with inventive new ideas, and NY CREATES has the world-class facilities and expertise to help transform those ideas into new technologies with real-world applications. Earlier today the U.S. House of Representatives passed the bipartisan CHIPS and Science Act. With approval from the Senate and the House, it now heads to President Biden’s desk. The legislation will invest billions of dollars in semiconductor research and development, manufacturing, and workforce development, including the creation of a National Semiconductor Technology Center.

NY CREATES ISSUES REQUEST FOR PROPOSALS FOR PROJECT TO EXPAND ALBANY NANOTECH COMPLEX

Proposed Site Expansion Includes Construction of 50,000 Square-Feet of New Cleanrooms, 400 Space Parking Garage, and Updates to Important Infrastructure

The New York Center for Research, Economic Advancement, Technology, Engineering and Science (NY CREATES) today issued a Request for Proposals (RFP) to expand the Albany Nanotech Complex, which will enable new and current partners to grow operations in New York and further advance the state-of-the-art research and development, education, and technology commercialization taking place at the Complex.

The RFP was issued on Monday, May 16, 2022, and seeks services for the design and construction of new clean rooms, parking structures, pedestrian walkways, and other facilities at the Albany Nanotech Complex.

“The semiconductor industry is poised for significant growth and by expanding the Albany Nanotech Complex, we can ensure New York is well-positioned to attract new and growing industry partners,” said David Anderson, President of NY CREATES. “Our existing cleanrooms are fully occupied and we have several partners looking to increase their footprint in New York.  With major Federal investments in the semiconductor industry likely on the way, now is the time to build NanoFab Reflection and other infrastructure in order to meet the future need for more capacity.”

“SUNY Poly is acting as the lead agency for SEQR (New York’s State Environmental Quality Review Act process) in cooperation with NY CREATES, and together, we look forward to the opening of the new fab, “NanoFab Reflection,” which will facilitate the types of academic-industry research, development, and commercialization partnerships that support Governor Kathy Hochul’s innovation-based vision,” said SUNY Poly Acting President Dr. Tod A. Laursen. “By continuing to enhance SUNY Poly’s experiential learning opportunities in the critical areas of nanoscale science and nanoscale engineering, this effort will continue fostering New York State’s long-term standing as the nation’s high-tech hub for advanced chip research.”

The 1.65 million-square-foot Albany Nanotech Complex has 152,000 square feet of cleanroom space, all of which is currently occupied by NY CREATES or industry partners including Applied Materials, Tokyo Electron (TEL), and IBM. The site is ready for expansion in order to accommodate the growth of both existing and new partners. Additionally, with the potential for a significant Federal investment in the Albany Nanotech Complex and the semiconductor industry, the site is in a position to increase its capacity to meet future demand.

This proposed project includes the design and construction of a new cleanroom which will be located south of the existing NanoFab X Cleanroom buildings. Key components of the site expansion project include:

  • NanoFab Reflection (NFR) – a new building will be constructed with approximately 50,000 square feet of finished cleanroom fab. Multiple semiconductor tenants are anticipated to occupy this building.
  • An expansion for the existing HPM storage building.
  • The replacement of two existing electrical transformers with larger power transformers to increase overall power capacity.
  • A new four-level covered parking structure designed and constructed to accommodate 400 +/- new parking spaces, including 30 spots equipped with electric vehicle charging stations, to accommodate displaced existing surface parking. Provide vertical transportation to meet ADA requirements.

Following more than a year of major advocacy to expand domestic semiconductor manufacturing, research and development (R&D), and jobs and make historic investments in overall federal R&D and innovation, which eventually culminated in Senate passage of the U.S. Innovation and Competition Act that will invest $52 billion in the domestic semiconductor industry, U.S. Senate Majority Leader Charles Schumer brought Secretary of Commerce Gina Raimondo to Albany this week to meet with stakeholders about the Albany Nanotech Complex and witness the cutting-edge semiconductor research and development currently being conducted. The secretary met with representatives from NY CREATES (which oversees the Complex), IBM, Applied Materials, and the New York State Economic Development Council.

Schumer said that his U.S. Innovation and Competition Act included $10.5 billion for the Department of Commerce to carry out semiconductor research and development programs, including establishing a National Semiconductor Technology Center (NSTC). The senator explained that, “Given the major research and development facility already in place on the Complex and IBM’s prominence in semiconductor research and development – including their recent development of the world’s first chip with 2 nanometer technology at their Nanotech Complex facility – Albany is the ideal location for the new NSTC.”

“Albany is already a global leader in semiconductor research and development, powering the technology of tomorrow with revolutionary semiconductor tech that secures our national security and establishes U.S. prominence in microelectronics,” said Senator Schumer. “That is why I brought Secretary Gina Raimondo to Albany: to hear directly from local stakeholders about cutting-edge semiconductor research and development that will revolutionize the whole industry, being conducted right here in the Capital Region. Establishing the Albany Nanotech Complex as a National Semiconductor Technology Center would cement the Capital Region as the epicenter of global semiconductor R&D for years to come, bring billions of dollars in federal research and development to the area and add over 1,000 jobs to the Capital District.”

Schumer said, “Selecting the Nanotech Complex – which is the most advanced, publicly-owned semiconductor R&D facility in the U.S. and one of the most advanced sites in the world – as the NSTC would establish the region as the nation’s leading hub for next generation chip R&D.”

In total, the NSTC is estimated to create 1,000+ jobs in the Albany region and could bring $2 billion or more in federal funding for expanded R&D facilities and operations. The NSTC is expected to bring together public, private, and university partners to develop and prototype experimental semiconductor technologies with access to the most leading-edge equipment for R&D. In June, Schumer met with IBM’s CEO Arvind Krishna to reaffirm his commitment to passing the $52 billion in federal semiconductor incentives into law and fighting to secure the NSTC for Albany once the funding has passed into law. Schumer also announced in March a new partnership between IBM and Intel that will bring hundreds of jobs to the Albany region to conduct new semiconductor research in advanced semiconductor technology, further positioning the region as a preeminent global hub for semiconductor R&D.

NY CREATES ANNOUNCES DOUGLAS A. GROSE APPOINTED CHAIR OF THE BOARD OF DIRECTORS

The New York Center for Research, Economic Advancement, Technology, Engineering and Science (NY CREATES) today announced the appointment of Dr. Douglas A. Grose, as Chair of the Board of Directors. Dr. Grose replaces Dr. Bahgat G. Sammakia, Distinguished Professor and Vice President for Research at Binghamton University, who held the position since its inception in December 2019.

Dr. Grose’s new role coincides with his retirement as President at NY CREATES, following a career spanning decades in semiconductors and advanced microelectronics. During this transition, the search for a president will begin immediately.

“While the decision to retire is a difficult one, I am proud of the work we’ve done to grow our organization and look forward to remaining involved during this exciting time for our industry,” said Douglas Grose, Ph.D. “During the past three years, NY CREATES has worked closely with our partners to successfully innovate and accelerate technologies and generate economic opportunities in New York, reaching a number of milestones, strengthening our R&D partnerships, and facilitating multiple economic development initiatives across the state. We are thankful to Bahgat for his leadership and guidance during the formation of NY CREATES, and he has continued to be an integral member of the team throughout his time as chair.”

During Dr. Grose and Dr. Sammakia’s tenure as President and Chair, respectively, of NY CREATES, the organization was formally established and assumed management of the Albany Nanotech Complex, the most advanced, publicly-owned 300mm wafer R&D facility in the United States and one of the most advanced sites in the world. Under their leadership, the organization has achieved stability, grown its footprint within the semiconductor and emerging technologies industries, and established major new partnerships, including with IBM, Applied Materials, Tokyo Electron (TEL), and Cree | Wolfspeed, which is building the world’s first 200mm silicon carbide power electronics chip facility in Marcy, NY.  In addition to the many R&D partnerships, NY CREATES also helped to drive several successful New York economic development initiatives, including Danfoss Silicon Power expanding to the Quad-C facility in Utica; Norsk Titanium establishing operations in Plattsburgh; NexGen Power Systems in Dewitt; Athenex to Dunkirk; and many other impactful programs.

Dr. Sammakia’s decision to step down from the board has no impact on his roles at Binghamton University.
